The city manager shall appoint a director of planning to administer
the activities of the planning department. Such appointment shall
be subject to ratification by the city council.

The director of planning shall:
(1) Administer
the land use and subdivision regulations of the city;
(2) Serve
as secretary to the planning commission;
(3) Supervise
the operations of the planning department;
(4) Recommend
to the city manager the employment of required personnel, and supervise
them in the performance of their various duties;
(5) Cooperate
with the city manager, the planning commission, and other officials
of the city and other governmental bodies in the conduct of studies
and examination of available planning techniques for the benefit of
the residents of the city.
