The water division of the public works department of the city
is hereby established.

The water division shall have charge and control of the water
system of the city and of all things necessary or incidental to the
conduct and management of the water division.

The compensation of the officials and the employees of the water
division shall be paid out of the funds of the water division.

Any and all properly authorized officials and employees of the
water division shall be admitted to all parts of the premises supplied
with water from the system, at all reasonable times, to inspect the
premises and to see that the rules and regulation of the water division
are being observed.
