It shall be the duty of the finance director to receive all
applications for service from the water division and all notices of
whatsoever kind in connection with the water division.

The finance director shall be given not less than twenty four
hours notice of all requests for discontinuance of service.

The administrative services director shall report to the director
of public works all connections and all shutoffs to be made.

The finance director shall prepare all statements of charges
of the water division, receive all moneys paid to the water division
and pay the same to the appropriate water system funds at the times
and in the manner provided by law. Statements of charges shall be
billed to each water system customer bimonthly (every two months).

The charges stated on each water system bill is due and payable
upon receipt. On the forty-second day after the billing date, the
finance director shall mail a reminder to pay notice to the customer
and shall assess a ten percent late payment penalty. The notice shall
advise the customer of the following: customer's name and address;
amount that is past due; date by which payment or payment arrangements
are required to avoid discontinuation of service; description of the
process to dispute or appeal a bill; description of the process to
apply for an amortization plan; and city phone number and a web link
to the city's written collection policy. If the bill and the penalty
is not paid in full within sixty days from the billing date, the administrative
services director shall report the delinquency to the public works
director who shall thereupon cause the service connection to be shut
off.

The finance director shall be bonded in a minimum amount of
one hundred fifty thousand dollars with a sufficient surety company
authorized to conduct business in the state of California. Such bond
shall be conditioned that such collector shall fully and faithfully
perform all of the duties of such office and shall fully and faithfully
account for and pay over all moneys received by him or her as such
collection official.
