No person other than members of the fire department or water division shall use any of the fire hydrants connected with the water system of the city, for any purpose, without securing a permit to do so from the fire department and the water division.

Any use of water from a fire hydrant shall be through a fire hydrant meter. The deposit required and the rates for said use shall be in accordance with Section 14.20.090. Any person using water except through a fire hydrant meter shall be subject to a penalty of five hundred dollars.
