The provisions of this title shall apply to all city-owned property,
city right-of-way, city easements, and street parkways within the
city of Glendora.

The provisions of this ordinance do not govern the following:
(a)
The removal or pruning of any tree which poses an imminent threat
to public property or public health, safety and welfare, as determined
by any member of a law enforcement agency, the Los Angeles County
fire department, the city forester, the director of public works or
a utility company.
(b)
The removal of any tree on city-owned property as directed by any
county, state, or federal agency or insurance provider.
(c)
The removal of a diseased or dead tree on city-owned property as
determined by the city forester.
