The reviewing body may delay the decision on the application
for a period not to exceed nine months to investigate plans to allow
for a reasonable use of or return from the property or other measures
to preserve the preserved feature, including selling the property
to an individual or group that would preserve it. The reviewing body
shall take action by resolution stating the findings and facts relied
upon in making the decision.

The intent of this section is to enhance and protect the water
quality of the receiving waters of the United States in a manner that
is consistent with the Clean Water Act and acts amendatory thereof
or supplementary thereto; applicable implementing regulations; the
municipal NPDES permit and any amendment, revision, or re-issuance
thereof.

As an illustration and not a limitation, the FCC's definition
of "base station" refers to any structure that actually supports wireless
equipment even though it was not originally intended for that purpose.
Examples include, but are not limited to, wireless facilities mounted
on buildings, utility poles, light standards or traffic signals. A
structure without wireless equipment replaced with a new structure
designed to bear the additional weight from wireless equipment constitutes
a base station.
