It shall be unlawful for any person to play, carry on or engage
in any game in or upon any street unless a written permit to do so
has been granted by the Public Works Director.

It shall be unlawful for any person to conduct, maintain, organize,
or engage in any dancing, parade, or exhibition in any street or use
any street or portion thereof within the City for other than street
purposes without a written permit from the Public Works Director.

A fee of $6 shall be paid for the issuance of any permit required under Section
10-4. Said permit shall be valid for seven days from the effective date indicated on the permit.

It shall be unlawful for any person to erect, construct, place,
maintain, leave or abandon any building, fence, porch, steps, post,
pole, track, wire, pipe, conduit or other structure in whole or in
part in or upon any street within the City; and it shall be unlawful
to affix, paint, maintain, leave or abandon any sign, placard, notice,
advertisement, seat, table, stand, material or other obstruction in
any street within the City, without a permit in writing to do so from
the Public Works Director; provided, however, that the provisions
of this Section shall not apply:
(1) To United
States mail boxes;
(2) To poles
and facilities of public utilities lawfully using the public streets
of the City;
(3) To portable
and usual garbage and rubbish receptacles when conforming to and placed
in accordance with the rules and regulations of the City with reference
thereto;
(4) To notices,
placards, posters or any of the other articles or means above mentioned
or referred to, erected or placed by any City or other public officer,
official or employee acting within the scope of his or her office
or employment as such public officer, official or employee;
(5) To signs
in the public right-of-way that are approved as part of a Master Sign
Plan in connection with a Sign Overlay Zone as set forth in Article
17.3 of Chapter 12 of this Code; and
(6) To signs
in the public right-of-way that are adjacent to property that is zoned
Hollywood Park Specific Plan (HPSP).

It shall be unlawful for any person to dig in, excavate, tear
up, deface, injure, damage or cause to be damaged, any street, curb,
sidewalk, parkway or alley without an express written permit to do
so from the Public Works Director.

It shall be unlawful for any person to throw, deposit or place
in or upon any street any glass, bottles, paper, rubbish, garbage
(except in proper containers as permitted by law) or any unsightly,
foul or noxious substance.
It shall be unlawful for any person to expectorate on the floor
or any other portion of any public building, hall or stairway or upon
the floor or any other portion of any street car, bus, or other public
conveyance, or upon any sidewalk within the City.
It shall be unlawful for any person to haul any dirt, rubbish,
debris, garbage, oil or other petroleum product, bricks, sand, gravel,
crushed rock or other materials in, upon or along any street unless
the same is contained in a body, box, receptacle or carrier which
effectively prevents any part of the load from leaking, sifting, dropping
or being deposited upon the street.
It shall be unlawful for any person to operate or drive, park
or leave standing any vehicle:
(1) While
same is being used for advertising purposes; or
(2) While
same is being used for announcing or other purposes equipped with
any sound-producing or noise-making device or means, or a sound amplifying
or loud speaking device or means (other than sirens, horns, or amplifying
devices required or authorized by law), upon any street at any time
within the City while such device or means is in use or operation;
without first obtaining a written permit from the Public Works Director
so to do, or in any manner contrary to any condition under or pursuant
to which any such permit may be issued. A fee of $6 shall be paid
for the issuance of any such permit. The Public Works Director may,
subject to the right of appeal to the City Council by any person aggrieved,
grant or refuse to grant any such permit.

The Public Works Director shall have the right, authority and
power at any time to close any street or any portion thereof temporarily
to vehicular, pedestrian or other traffic when in his or her opinion
the public peace, health or safety requires such temporary closing;
provided, however, that in all such cases, suitable signs shall be
conspicuously posted giving notice of the fact that such street or
portion thereof is closed, or a police officer or person designated
is present thereat for the purpose of giving such notice. It shall
be unlawful, in case any such street or portion thereof is so closed,
for any person to enter into or upon such closed portion or drive
any vehicle into or upon the same contrary to any such notice or the
order of any such police officer or person so designated.

Except in the discharge or performance of official duty, it
shall be unlawful for any person to place any boxes, barrels or other
receptacles for or containing goods, wares, merchandise or any other
articles or things in or upon any public street whether in the roadway
or on the sidewalk or in the parkway thereof with the intent or for
the purpose of unpacking or removing such contents thereof upon such
streets, sidewalks or parkways, and, except in the discharge or performance
of official duty, it shall be unlawful to unpack or remove the contents
of or from any such box, barrel or other receptacle for or containing
goods, wares, merchandise or any other articles or things while the
same is in or upon any street, sidewalk or parkway.
The depositing or placing of such boxes, barrels and other receptacles and merchandise and the other articles referred to in Sections
10-13 and
10-14 in or upon the streets of the City for the purpose of removing the contents thereof in or upon such streets, sidewalks or parkways and the removal of such contents therefrom and the placing or accumulation of such merchandise and articles upon such streets, sidewalks and parkways, whether for the purpose of sale or otherwise, is a public nuisance which interferes with lawful traffic and endangers the safety of the public and members thereof; and the Police Department of the City and each and all of the police officers thereof are hereby authorized and instructed to diligently prosecute all violation hereof and to summarily abate any and all such conditions and nuisances.
It shall be unlawful for any person to sell, or offer for sale,
any newspaper or printed matter from a position or place upon or in
any public street in the City.
It shall be unlawful for any person to dust, wipe, wash or otherwise
clean, use or employ any method of dusting, wiping, washing or otherwise
cleaning any vehicle or portion thereof while on any street unless
such vehicle is owned by or under the direct control or supervision
of a person doing any of the acts herein enumerated.
(1) It shall
be unlawful for any person to repair, or make any repairs, or add
or install any part or accessory, to or on any vehicle while the same
is upon any public street or alley.
(2) The
provisions of this Section shall not be deemed to prohibit the driver
of any vehicle, which is disabled while upon any public street or
alley to such extent that it is impossible to avoid stopping, from
making, or causing to be made, the repairs necessary to enable such
vehicle to be moved from the public street or alley.
(1) It shall
be unlawful for any person to drink, imbibe, or consume any alcoholic
beverage in or upon any public street within the City, whether such
person is in or upon any vehicle, street car or other conveyance,
or is a pedestrian in or upon any such public street, or otherwise.
(2) For
the purpose of this Section, the words "alcoholic beverages" shall
have the same meaning and definition and given to the words "alcoholic
beverages" in the "Alcoholic Beverage Control Act" of the State of
California, as the same now exists and as same may hereafter be amended.
All person owning property in the City fronting upon any public
street are hereby required to keep the sidewalks immediately in front
of said property, and the space between the curbline of the property
line and the line of said property, free from dirt, filth, garbage,
debris or rubbish, other than the natural soil of the same, and to
keep said sidewalk and said space free from any holes, or any obstructions
dangerous to life or limb.
Pursuant to the provisions of Section 35781 of the
Vehicle Code
of the State of California, the Public Works Director may issue permits
to move overweight or oversize vehicles over City streets under this
City's jurisdiction, upon the payment of a fee as specified in the
Master Fee Schedule. If special services are necessitated, additional
fees will be assessed based on the cost of such services as the Public
Works Director may require in said permit.

Whenever a permit is required by this Article and is not otherwise
specified, a fee as specified in the Master Fee Schedule shall be
charged to an applicant for each permit.
