Upon the approval of any mapped roadway by the City Council, the City Clerk shall cause a copy of said approved map to be filed with the Superintendent of Building and Safety and with the Director of Public Works with a notation indicating the date on which it was approved by the City Council.

It shall be unlawful for any person to hereafter erect any building or other structure within the area of the mapped roadway other than a temporary structure subject to approval by the Public Works Director and permit issued by the Superintendent of Building and Safety. All other uses within the mapped roadway shall conform to the provisions of Articles 2, 9, 10 and 14 of this Chapter. Exceptions: municipal and other government facilities and permanent above-ground and underground utility services and facilities may be constructed and/or installed within any mapped roadway subject to approval by the Public Works Director, or designee.

A mapped roadway, street or alley, may be fully or partially vacated per the provisions, findings and procedures of Section 8300 et seq. of the California Streets and Highways Code. If the roadway was mapped wholly within a subdivision, any portion of the vacated right-of-way between the originally-mapped roadway centerline and the side line of said roadway shall revert to the property abutting said side line. If the roadway, or portion thereof, was mapped within but along the edge of a subdivision, that portion of the vacated right-of-way shall revert solely to the abutting property (properties) in said subdivision from which the roadway was originally dedicated, notwithstanding the location of the roadway centerline.
The City Council may impose conditions on the vacation, and the actual vacation may occur only after the conditions have been satisfied. Such conditions may include, but not be limited to, reservations and/or easements for utilities, drainage and/or access.

Whereas mapped roadways are intended to provide safe and adequate public access for vehicles and pedestrians and, whereas mapped roadways heretofore dedicated may have been or may have become substandard in dimensions and/or alignment to provide such safe and adequate access, the City of Inglewood shall establish and maintain a master street-widening plan identifying those streets and alleys that are deemed substandard and identifying minimum enlargements of the roadways and/or minimum corner radii necessary to provide safe and adequate access to protect the public health, safety and welfare.

(1) 
Whenever a property is subdivided or resubdivided per the provisions of Chapter 12 of this Code, any abutting substandard mapped roadway shall be enlarged and/or realigned to comply with the master street-widening plan.
(2) 
Whenever a structure on a property is to be substantially enlarged or the property is to be substantially improved or otherwise utilized so that the use of the property may be increased or intensified and may therefore increase the need for access via the abutting mapped roadway, it shall be determined if said mapped roadway has been identified as substandard and needs to be enlarged or corrected. The criterion for determining if any structure enlargement, and/or property improvement or use is substantial, and must provide by dedication any needed roadway enlargement or correction, shall be improvements and/or uses requiring approval for site plan review, design review, Special Use Permit, zoning variance, and/or zone change per Chapter 12 of this Code. Any dedication required per this Section shall be provided by the owner of the property in consideration for said approval and without additional compensation. In the event existing building location(s) reasonably preclude compliance with this Section, the Public Works Director may waive the requirements herein in part or in full.
(3) 
Notwithstanding conformance with the master street-widening plan, any development of property that is specifically identified to generate additional traffic beyond the capacity of the minimum roadway dimensions per said plan may be required to dedicate additional street right-of-way necessary to accommodate said traffic increase.
(4) 
Nothing in this Section shall be construed to preclude the City Council or the Inglewood Redevelopment Agency from entering into any agreement or contract in which additional or alternative street or alley widening or dedication may be required as a condition of the agreement or contract.

In the event an owner of property, required to dedicate any portion of property for roadway widening per the master street-widening plan under the provisions of Section 10-27 of this Chapter, and believing that the dedication will result in such diminishment of the property's dimension(s) as to preclude reasonable use of the property, thereby constituting an unnecessary hardship, may appeal the required dedication or portion thereof to the Parking and Traffic Commission. The Parking and Traffic Commission may waive the required dedication in part or in full, if the Commission can determine that the dedication is unreasonable and/or would constitute an unnecessary hardship due to diminishment of property size, provided that granting such waiver would not be detrimental to maintaining the public health, safety or welfare.
The appeal must be filed in writing with Public Works Director, citing the reasons for such appeal, and must be filed not less than thirty calendar days prior to the next scheduled meeting date for the Parking and Traffic Commission. Written notification of the time and place of the meeting at which the appeal will be considered will also be given to the Planning and Building Department Director, the Zoning Administrator and the City Administrative Officer. The determination of the Parking and Traffic Commission may be appealed to the City Council, such appeal filed in writing with the Public Works Director, citing the reasons for such appeal.
