A Fire Department is established for the City.

The primary mission of the Fire Department is to provide a range
of programs designed to protect the lives and property of the inhabitants
of the City from the adverse effects of fires, sudden medical emergencies
or exposure to dangerous conditions created by either man or nature.

The Fire Department shall be under the management of the Fire
Chief. The functions of the Fire Department shall include:
A. The
extinguishment of structural, brush and other types of fires.
B. The
enforcement of laws concerned with fire prevention.
C. The
abatement of any hazard or nuisance caused by any substance that presents
a threat to the public because of toxicity, radioactivity, flammability
or other characteristic dangerous to the public health or environment.
D. Such
other functions as may be delegated by the City Manager or the City
Council.

The Fire Chief shall be appointed as provided in the Charter.

The Fire Chief shall be ex officio Fire Marshall with police
power.
