Unless otherwise allowed by the laws of the City of Huntington Beach, no person shall possess, sell, use, display or discharge any safe and sane fireworks, as defined in California Health and Safety Code Section 12529, or any dangerous fireworks as defined in California Health and Safety Code Section 12505, in the City of Huntington Beach.
