For the purpose of this chapter, certain words and phrases are defined and certain provisions shall be construed as herein set forth, unless the provisions of the context otherwise require.
"Director"
means the Director of the Community Services Department of the City of Huntington Beach.
"Roadway"
means that portion of a street between the regularly established curb lines.
"Sidewalk"
means that portion of a street between the curb lines and adjacent property lines.
"Street"
means every way set apart for public travel except alleyways, bridle paths and footpaths.
"Vehicle"
means conveyance propelled by motor power.

This chapter shall be deemed to be in addition and supplementary to, and not in conflict with, nor a repeal of existing ordinances of this City; but shall be an additional provision for the regulation of traffic and parking in the parking meter zones provided for herein.

It shall be the duty of the Director of Finance to designate some person or persons to make regular collections of the money deposited in parking meters, and to deliver the money to the Director of Finance.

It is the duty of the Director of Finance to count the money and to deliver the money to the City Treasurer who shall place it in a special fund to be known as the "parking meter fund," which fund shall be used exclusively for the purposes specified in Section 10.56.060.

Such person or persons making the collections shall be bonded in the sum of $2,000.00 to ensure the faithful performance of his, her or their duties.

The money paid to parking meters in the on-street parking meter zones is levied and assessed as a fee to provide for the proper regulation, control and inspection of traffic upon the public streets, and to cover the cost of supervising, regulating and inspecting the parking of vehicles in the zones, the cost of placing and maintaining lines or markings, designating parking spaces in the zones, the cost of the purchase, supervision, protection, inspection, installation, operation, maintenance, control and use of the parking meters installed hereunder, and the acquisition by purchase or lease, improvement, operation, maintenance, repair and replacement of all parking facilities on streets; and the special fund in which such fees shall be placed shall be devoted exclusively to those purposes.

The Police Chief shall keep an account of and report the number of each parking meter which indicates that the vehicle occupying the parking space adjacent to such parking meter is or has been parked in violation of any of the provisions of this chapter, the date and hour of such violation, the make and state license number of such vehicle, and any other facts a knowledge of which is necessary to a thorough understanding of the circumstances attending such violation.

The Police Chief shall attach to such vehicle a notice stating that it has been parked in violation of this chapter, and instructing the owner or operator to report to the judge of a court of competent jurisdiction in regard to such violation.

Any person violating any provision of this chapter or any resolution adopted pursuant to this chapter, shall, upon a conviction thereof, be guilty of an infraction, and punishable by a fine not to exceed $100.00.
