A. 
The construction board of appeals shall consist of seven members with an ex-officio council-member. Terms are four-year terms, staggered every two years. Board members have an opportunity to be reappointed at the end of their term. Biennium appointments or persons interested in serving on the board shall send a letter of interest to the mayor.
B. 
The membership of the board must consist of seven persons, who are qualified by experience and training to pass upon matters pertaining to building construction. The mayor shall appoint to the board:
1. 
One member who is duly licensed by the city as an electrician;
2. 
One member who is duly licensed by the city as a plumber;
3. 
One member who is duly licensed by the city pursuant to the provisions of Chapter 15.12 to perform heating and comfort cooling work;
4. 
One member who is duly licensed as a professional engineer or architect, or registered as a land surveyor, by the state of Wyoming;
5. 
One member who has experience in the building construction industry; and
6. 
Two members who represent the general public and have a general knowledge of the building construction industry.
C. 
The members of the board shall elect a chair and vice chair from among their membership at the first meeting of each appointive year and those persons shall serve for the entire year.
D. 
The building official shall be an ex officio member of the board but has no vote on any matter before the board.
E. 
No officer or employee of the city may be a member of the board.
F. 
The city will provide a secretary for the board.

A. 
A vacancy on the city construction board of appeals shall be filled by appointment by the mayor, with the advice and consent of the council.
B. 
The city council may, by majority vote, remove any member of the construction board of appeals whenever it appears that such removal would be in the best interests of the city, as determined by the city council.
C. 
No member of the board may participate in any matter before the board which may directly or indirectly affect his or her business interest or contract obligation. A member who violates this provision will be removed.
D. 
Members serve without compensation.

The board shall create their own rules of procedure and designate their own times and places of meeting; except, that the mayor or the city council may request their convening in extraordinary session at any time. The board shall comply with all rules and regulations pursuant to the W.S. 16-4-401 through 16-4-408.

The board shall:
A. 
Advise the mayor and city council on building and construction matters upon the request of either;
B. 
Hear and decide appeals from orders, decisions or determinations made by the building official relative to the application and interpretation of the codes adopted pursuant to Section 15.04.010;
C. 
Shall adhere to the records management program and records retention schedule pursuant to Title 2.12 of the Riverton Municipal Code;
D. 
Keep accurate minutes of its meetings, and shall also keep or cause to be kept:
1. 
An accurate, permanent file of each appeal, and
2. 
A general file covering all of its business transactions;
E. 
Open to the public all meetings of the board at which official action is taken and keep all records as public records;
F. 
Render its findings and decisions in writing to the appellant with a duplicate copy to the building official.

The board has no authority relative to the interpretation of the administrative provisions of the codes adopted pursuant to Section 15.04.010, nor is it authorized to waive or vary any requirement of such codes.
