A. 
Each park in the city shall be opened daily between sunrise and sunset[1] on each day. It is unlawful for any person or persons, other than city personnel conducting city business, to occupy or be present in any park during any hours in which such park is not open to the public, without a permit issued pursuant to rules approved and adopted by the mayor and city council. Nothing in this chapter should be construed as to prevent athletic events at athletic fields under the guidance of a sanctioning authority from being conducted under lights.

The definition of sunset shall mean the hours of darkness after the sun has fully set and the only lighting in the park is from the moon or artificial light.
B. 
Hours of operation of any recreational facility within any park may be additionally limited pursuant to such rules as may be approved by the mayor and city council.

It is unlawful to drive or park a motor powered vehicle of any kind, other than a city vehicle in use for city purposes by city personnel, in any park of the city except on a street, driveway or parking lot, or as otherwise allowed by a permit issued by the city pursuant to rules approved by the mayor and council.

It is unlawful to bring a hoofed animal or animals into any park of the city, except when authorized by a permit issued pursuant to rules approved by the mayor and council.

It is unlawful for any person, firm or corporation to violate any rule for the use of any city park approved by the mayor and council.
