It is necessary for the purposes of public health and safety and welfare, building safety and minimal consumer protection, that contractors, subcontractors or builders doing business within the city of Riverton shall be registered.

"City"
means the city of Riverton.
"Contractor," "subcontractor" or "builder"
means any person, firm, corporation or other organization who or which is in the pursuit of an independent business undertaking to construct, alter, repair, add to, subtract from, improve, move, wreck, or demolish, for another, any building or structure within the city of Riverton.
"Shall"
means an act is mandatory.

A. 
Registration. Any contractor, subcontractor or builder shall register with the city prior to commencing any work activities. Registration shall be accomplished by filing with the city of Riverton community development department appropriate forms indicating, but not limited to, the following: the name and business address of the contractor, subcontractor, or builder.
B. 
Term. The term of registration shall be for one year from the date of original application or to coincide with the insurance policy date and shall be renewed annually.
C. 
Exceptions. Licensed contractors, subcontractors or builders in compliance with the city occupational licensing requirements, pursuant to the Riverton Municipal Code or the Wyoming Statutes, shall be considered properly registered upon receipt of verification of such licensing and compliance with subsections E and F of this section.
D. 
Failure to Renew. Any registration not renewed within 30 days of expiration shall be automatically declared invalid.
E. 
Liability Insurance. At the time of registration, and subsequent renewal, the contractor, subcontractor or builder shall provide verification of insurance coverage. The minimum insurance coverage shall be as follows:
1. 
Injury or damage to property $100,000;
2. 
Injury or damage including death to any one person $100,000;
3. 
Injury or damage including death to more than one person $250,000.
Contractor, subcontractor, or builder shall request that a certificate of liability be provided to the city community development department from their insurance provider.
F. 
Worker's Compensation Verification. Contractors shall provide at the time of registration and subsequent renewal, verification of worker's compensation insurance coverage for all employees, if applicable under Wyoming law.

B. 
The fees established in this section shall be reviewed annually by council, in accordance with the variation of the International Building Code Manual costs. On February 1st of each year, or as soon thereafter as is practicable, the city clerk shall determine the cost of the International Building Code Manual.
C. 
The fee may additionally be adjusted from time to time by resolution of the city council following public notice and hearing on such change.

A. 
Penalty for Violation of Chapter. It is unlawful for any unregistered contractor, subcontractor or builder to construct, alter, repair, add to, subtract from, improve, move, wreck, or demolish, for another, any building or structure within the city of Riverton. Any person violating this section shall be deemed guilty of a misdemeanor, punishable by a fine of up to $750.
B. 
Except as otherwise provided, each day any violation of this code or any such ordinance, resolution or regulation continues shall constitute a separate offense (from Chapter 1.20 of RMC restated here; Prior code § 1-6).
