The city council has determined that it is in the best interests of the health, welfare and safety of the citizens of the city to provide for helicopter transportation in certain medical emergencies.

Heliport design and construction shall follow the specifications and requirements of the Department of Transportation, Federal Aviation Administration, Advisory Circular 150/5390-1B, Heliport Design Guide.

A. 
Permits for the establishment and use of such heliports shall be obtainable through the community development director.
B. 
Permits shall be for a period of one year and shall be renewable in yearly increments.
