All dwellings and business houses fronting on public streets, avenues and highways within the city shall be numbered in conformity with the provisions of this article.

Each dwelling and business house number provided for by this article shall cover 25 feet fronting on the street, avenue or highway to which it applies. Twenty-four numbers shall be allotted each block or space between streets, odd numbers being given to the dwelling or business houses on the south and east sides of the street, and even numbers to the west and north sides of the street, one number being allowed to each 25 feet of ground in each such block or space between streets, and all numbers not required after making this allowance for each block shall be discarded.

A. 
The city is divided by two general base lines, from north to south and from east to west, and Main Street is selected as the east and west base line, and First Street is hereby selected as the north and south base line. On all streets running westerly from First Street, the numbering shall commence with number 101 as the first number west from First Street and on all streets running easterly from First Street, the numbering shall commence with number 101 as the first number east from First Street, and thus running from either side of First Street, numbers shall continue, increasing 100 numbers for each block, or space between all streets. On all streets running east and west but commencing at points one or more blocks either east or west of First Street, the numbering shall commence with the number on the Main Street base at the point corresponding in distance from the First Street base with the distance between such point of commencement, and the First Street base.
B. 
On all streets running north from Main Street, the numbering shall commence with number 101 as the first number north from Main Street, and on all streets running south from Main Street the numbering shall commence with number 101 as the first number south from Main Street, and thus running from either side of Main Street, numbers shall continue, increasing 100 numbers for each block, or space between streets. On all streets running north and south but commencing at points one or more blocks either north or south of the Main Street base, the numbering shall commence with the number on the First Street base, at the point corresponding in distance from the Main Street base with the distance between such point of commencement and the First Street base.

There shall be prepared an official numbering plat which shall show all blocks or spaces between streets, with their correct dimensions in feet, which numbering plat, when examined, approved and adopted by the city council shall become the official number record, and all numbers allowed shall be entered on the plat by the city clerk when reported allowed by the community development director.

The community development director shall designate the number of all dwelling and business houses in conformity with the provisions of this article and shall furnish the owner of each dwelling or business house with its proper number as soon as completed. At any time, if any dwelling or business house is not correctly numbered, or not numbered at all, the community development director shall give the owner or occupant of such dwelling or business house its proper number, and require the same to be put on such dwelling or business house in a conspicuous place on the side next to the street at the expense of the owner or occupant thereof.

In case the owner, occupant or agent, after having been requested by the community development director, shall refuse or neglect for 10 days to number or attempt to number a dwelling or business house in conformity with this article, and the requirements of the community development director, such person shall be guilty of a misdemeanor and the community development director shall cause such dwelling or business house to be numbered correctly at the expense of the owner.
