The following uses shall be permitted in residential R-1 districts within the city:
A. 
One-family dwellings constructed in all respects to comply with the requirements relative thereto as set forth in this code, as amended, if:
1. 
Has a nonreflective siding material such as, but not limited to, vinyl, fiberglass, wood, stucco, brick, timber or stone veneer,
2. 
Has a roof with a minimum of 2.7:12 pitch,
3. 
Has a minimum width of 24 feet and gross floor area of 850 square feet,
4. 
Has a minimum roof overhang of six inches as measured from the outside of the exterior wall;
B. 
A modular or manufactured home if:
1. 
Meets all requirements as outlined in Appendix E, Section AE201, of the 2003 International Residential Code,
2. 
It is installed/placed as outlined in Appendix E of the 2003 International Residential Code,
3. 
It has a lower perimeter enclosure and/or skirting installed per Appendix E, Section AE503 of the 2003 International Residential Code,
4. 
All tongues, towing devices and wheels have been removed from the lot on which the manufactured home is situated,
5. 
All utility shutoff valves, meters, and regulators are located somewhere other than underneath the structure,
6. 
Meets all requirements of the 1994 Manufactured Home Construction and Safety Standards by Housing Urban Development (HUD) as found and updated in Title 15, Chapter 15.04;
C. 
Accessory buildings and uses;
D. 
Public parks, tennis courts and playgrounds; and
E. 
Public utility mains and lines;
F. 
Family child care home; limited to 10 children, duly licensed.

In a residential R-1 district:
A. 
The lot area for a one-family dwelling must be a minimum of 5,000 square feet;
B. 
Not more than 40% of the lot area may be covered by the main and accessory buildings; and
C. 
Off-street parking must be provided pursuant to the provisions set forth in Chapter 15.36, as amended.

A. 
The maximum height of any building located in a residential R-1 district must be not more than 35 feet; and
B. 
The floor area of a one-family dwelling must be not less than 850 square feet on the first floor level above the ground. The total floor area requirement may be met by adding together the floor area of two or more levels, if:
1. 
The basement level is not more than 42 inches below the ground level; and
2. 
The first floor level above the ground has a floor area of not less than 600 square feet.

A vacant lot in a residential R-1 district may be used for private gardening and playgrounds.
