It is the intent of the office and institutional district "C-O" to permit public, quasi-public, private, institutional and professional service uses. Density and intensity of use may be considered low. Uses in this district are intended to be compatible with adjoining residential districts.

In the office and institutional district "C-O," no structure or land shall be used and no structure altered, enlarged, or erected which is arranged, intended or designed for other than one of the uses listed in Section 17.48.040 of this chapter.

A. 
The tract for use as an office and institutional district "C-O" shall be not less than 7,000 square feet in area.
B. 
The location of office and institutional district "C-O" uses shall be on property that has access to local and/or collector streets.

Boarding and lodging homes;
B. 
Churches;
C. 
Public and private vocational and technical schools; daycare facilities, excluding those uses which would not maintain the quiet, uncrowded atmosphere expected in a residential district;
D. 
Human healthcare facilities;
E. 
Nonprofit institutions of a religious, educational, eleemosynary or philanthropic nature;
F. 
Office buildings for quasi-public, private, institutional and professional services. A portion of the office building may be occupied and used as a drugstore, barbershop, cosmetologist's shop, cigar stand, newsstand, or similar uses located entirely within the building, with no entrance from the street or visible from any sidewalk, or have no sign or display visible from outside the building indicating the existence of such use;
G. 
Multifamily uses as accessory to the principal uses, providing they do not occupy more than 50% of the gross floor area of the building;
H. 
Parks, playgrounds and community buildings owned and operated by the city;
I. 
Public libraries;
J. 
Essential public utility and public service installations and facilities for the protection and welfare of the surrounding area, provided repair and storage facilities are not included;
K. 
Accessory buildings and uses customarily incident to the uses permitted in office and institutional district "C-O."

The area occupied by buildings in this district will be restricted to 40% of the total area to provide for the protection of surrounding areas.

No building or structure shall exceed 30 feet in height.

A. 
A building situated on any lot must have:
1. 
Front yard minimum 20 feet in depth;
2. 
Side yard, street side, minimum 20 feet in width;
3. 
Side yard, nonstreet side, minimum three feet in width;
4. 
Rear yard minimum of three feet in depth.
B. 
No building or structure may be located on an easement or right-of-way.

Traffic flow and design of access points into and from property will meet city specifications. Any design impacting a State Highway will require prior approval from the Wyoming Department of Transportation (WYDOT) with copies of design and WYDOT approval submitted to the city. The city reserves the right to re-design existing access points as it may deem best suited to insure safety and improve overall traffic flow on adjoining streets.

All utility lines and their installation locations shall be approved by the city and the respective utility company.

Off-street loading and unloading areas shall be provided and located on the same premises requiring such activity. The loading and unloading areas shall also be located as to avoid encroachment with the public use of streets, alleys, and walkways. Size and location of loading and unloading areas to be approved by the city. Minimum size to be 12 feet wide, 80 feet long, and have a 14 foot above ground clearance.

Landscaping will be required on every side of the commercial property that adjoins a residential zoned property per:
A. 
A six-foot high solid fence, wall, and/or shrub planted area shall be installed on the commercial property and be maintained on both sides by the commercial property owner.
B. 
The rear or side wall of the building, located within three feet of the property line, will substitute for the requirements of subsection A of this section.
C. 
The fence, wall, or vegetation area shall comply with RMC 17.16.050 part A and B.1.
Properties separated by an alley or walkway shall comply with this section.

Business operating hours between the hours of eleven p.m. and six a.m. must be approved by the city.
