The city treasurer shall receive such compensation and expense allowance as the city council shall from time to time determine and such compensation shall be a proper charge against such funds of the city as the city council shall designate.

The city treasurer shall be the custodian of all city funds and shall be responsible for the safekeeping, investment and disbursement of such funds. The city treasurer shall be responsible for any and all duties as required by the Government Code, and city policies and procedures.
