A. 
Conflict Between Titles. If the provisions of this title conflict with or contravene the provisions of another title of this code, the provisions of this title shall prevail as to all matters and questions arising out of the subject matter of this title.
B. 
Conflict Between Chapters. If the provisions of any chapter of this title conflict with or contravene the provisions of another chapter of this title, the provisions of each chapter shall prevail as to all matters and questions arising out of the subject matter of this title.
C. 
Conflict Between Sections. If conflicting provisions are found in different sections of the same chapter or subtitle, the provisions of the sections last in numerical order shall prevail, unless such construction is inconsistent with the meaning of the chapter.

A. 
Violation. It is unlawful for any person to violate any provision of this title. Violation of any provision of this title is a misdemeanor punishable as provided in section 1-3-3 of this code.
B. 
Nuisance Declared. In addition to all other penalties imposed by law for violation of any provision of this title, any condition caused by or existing in violation of any provision of this title shall be deemed a public nuisance subject to abatement in accordance with the applicable laws of the state of California. The city attorney is hereby authorized to commence actions and proceedings for the abatement, removal, destruction or enjoinment of any such public nuisance in the manner provided by law. Each day that such nuisance continues shall be regarded as a new and separate offense.
C. 
Cumulative Remedies. The remedies and penalties provided in this title are cumulative and may be exercised in addition to all other remedies or penalties available under other applicable law.

A. 
Applicability of State Law. Pursuant to the provisions of Code of Civil Procedure section 1094.6(g), said section 1094.6 is hereby made applicable to judicial review of any decision of the city council or any board, commission or agency of the city.
B. 
Expansion of Judicial Review or Extension of Period of Limitations Prohibited. Nothing contained in this chapter shall be deemed to expand the scope of judicial review or extend any applicable period of limitations for the filing of any judicial action.
