It is unlawful for any person to obstruct any sidewalk, gutter, street, alley or public place in the City by placing, permitting to be placed or maintaining thereon any rock, dirt, rubbish or other substance, material or obstruction of any kind or description, except as otherwise provided in this Code and other ordinances of the City.

It is unlawful for any person to obstruct any street of the City by placing building materials of any kind therein, or otherwise to a greater distance and extent than one-half of the width of the street adjoining the buildings for which the materials are intended, and in no case shall more than one-third the width of the sidewalk be so obstructed, unless a special permit therefor shall have been obtained from the City street superintendent, who in his or her discretion is authorized to grant such permits.

Any person placing materials for building in the streets as provided by Section 12.08.020 must proceed with the construction of the building for which the material is intended as rapidly as the weather and obtainable supply of workers and material will permit and shall remove the material and debris thereon with all possible dispatch.

Any person placing or causing to be placed any building materials or other obstructions in City streets shall place two lighted lanterns upon the material, one on each end thereof, two feet from the ground and arranged so as to keep burning from one-half hour after sunset until one-half hour before sunrise of each day.

Every portion of the building material and the debris thereof must be removed within three days after the completion of the building and the street placed and left in as good condition as it was before the material was placed therein.
