It is the intent of this chapter to assure dedication of street rights-of-way and the provision of all off-site improvements, which are necessary and lacking along the street frontage of any lot, at the time of any construction done on the lot. Such dedication and off-site improvements are hereby deemed necessary to assure public safety in access to and use of the facilities being constructed.

The necessary dedications and off-site improvements as described herein shall be dedicated and/or provided (or their provision guaranteed by bond, cash deposit or other security acceptable to the Director) by the property owner prior to issuance of a building permit for any new building, or addition to an existing building which results in one or more additions, that increase the gross square footage of a building by 25 percent or more within any consecutive three-year period. Additions to any existing buildings on a single-family residential lot that total no more than 1,500 square feet within any consecutive three-year period are exempted. The provisions of off-site improvements may also be a condition of a conditional use permit or variance, regardless of whether construction requiring a building permit is involved.

Dedication of street rights-of-way shall be required wherever the existing right-of-way is less than that indicated on the Master Plan of Streets and Highways or less than the City standard for the street classification. Such dedication shall be as necessary to provide for a continuous right-of-way line at the location necessary for the full width right-of-way, as determined by the City Engineer.

The following off-site improvements shall be provided, or their provision guaranteed, unless such improvements exist in an acceptable condition as determined by the City Engineer:
A. 
Street and/or alley paving or repaving, not to exceed the area from the centerline to the curb or edge of pavement for the length of lot frontage(s).
B. 
Sidewalks, curbs, gutters, driveway approaches, landscaped parkways, rock swales, trails, and/or similar improvements required per City standards for the length of the lot frontage(s).
C. 
Street trees, 24-inch box minimum size (unless a different size is specified by the City to provide a better planting) at the spacing standards of the City.
D. 
Streetlights, per the type and spacing designated for the particular street by the City Engineer.
E. 
Sewer and drainage facilities as required by the City Engineer.
F. 
Improvements to support local transit operations, such as bus turnouts, benches, shelters, landing pads and similar items, may be required as determined by the City Engineer.
All of the off-site improvements shall be per City standards and specifications as filed with the City Engineer, unless an alternative plan for non-standard off-site improvements is approved by the City Engineer, or unless the Planning Commission finds that standard off-site improvements should not be required for a particular street or area (such as area where preservation of a rural character is desirable).
