Any person or persons having charge, care, control, custody or possession of any dog four months of age or older within the corporate limits of the City shall cause such dog to be vaccinated with rabies vaccine by a person licensed by the State of California, or other state, to practice veterinary medicine, on or before the latest of the following dates:
A. 
One year after vaccination with tissue phenolized vaccine;
B. 
Two years after vaccination with chick embryo vaccine;
C. 
Fifteen days after first acquiring such dog;
D. 
Fifteen days after bringing such dog within the incorporated territory of the City, unless such dog falls within the provisions of subsections A or B of this section.

Immunization shall be made every other year with chick embryo vaccine (a two-year vaccine) and a certificate of immunization presented to the sheltermaster at the time application is made for the issuance of the annual dog license tag. If chick embryo vaccine was used in such vaccination, it must have been completed within two years prior to the date such dog was kept, harbored or brought into the City. If tissue phenolized vaccine was used, such vaccination must have been completed within one year prior to the date such dog was kept, harbored, or brought into the City.

Any veterinarian, who is licensed to practice by the state, is authorized to immunize dogs against rabies, and to issue a certificate of immunization to the dog owner and a copy to the agency or department responsible for the enforcement of animal control.

Whenever a dog exhibiting the symptoms of rabies is found within the City, the health officer shall investigate the extent of the prevalence of the disease and if, in his or her opinion, an emergency exists, he or she shall take such steps as he or she deems necessary to prevent further spread of the disease.
