It is unlawful for any person, either as owner, principal, agent,
servant or employee, to establish, open, keep, maintain or carry on,
or assist in keeping, maintaining or carrying on any gambling house,
room or place for the purpose of playing any game of chance or skill,
either with cards or otherwise, for money, checks or other representatives
of value within the City.
