No storage tank or container for butane, propane, liquefied hydrocarbon substances or other derivatives of more than 1,000 gallons for commercial use and of more than 20 gallons for residential use, dynamite or other explosive substances shall be constructed or brought into the city for use in the city until a description of the storage tank or container shall have been submitted to the building official or other designated city official for permit. Before such permit shall be issued, the owner or other person seeking permit shall furnish detailed information regarding the name of the owner, proposed location, kind of substances being stored, time for completion of installation and name of the contractor.

Upon securing the necessary information from the person seeking a storage permit, as required in section 42-131, the city building official or other city official shall submit the application and information to the city council for its consideration. The city council may approve, disapprove or request additional information before a decision is made.

All storage tanks and containers constructed or brought into the city for use in the city without a storage permit, as required in section 42-131, after the effective date of the ordinance from which this article is derived shall be removed.
