(a)
Designated.
It is ordered and declared that the portion of the city located south and east of the Big Cypress Bayou is zoned as a general retail district. Such real property situated in the city south and east of the Big Cypress River is referred to as the zoned area. No building permits shall issue and no new use of real property in the zoned area shall be made other than in conformity with a general retail district.
(b)
Uses.
The uses of real property and the construction of buildings in the zoned area designated in subsection (a) of this section for a purpose or use other than that permitted in a general retail district is prohibited. A general retail district allows limited retail and service uses for purposes of supplying day to day retail needs of consumers and tourists. Such uses as are permitted in the general retail district include, but are not limited to, the construction and operation of retail shops, motels, hotels, restaurants, antique shops, theaters, bakeries, and other retail shops providing consumer goods and services for sale.
(c)
Prohibited uses.
There are excluded from the general retail district any uses of buildings or property which constitute manufacturing or industrial services, storage process, light manufacturing, any residential use, any agricultural use, hospitals, schools, colleges, universities, churches, or manufacturing. There is also excluded from construction or use in the zoned area designated in subsection (a) of this section any retail stores which involve the open, outside display of new or used automobiles, heavy equipment, heavy machinery, building materials, used appliances, furniture, or salvage materials.
