All repairs, alterations, renovations, or installations of plumbing
in buildings and structures within the City, or sewage disposal system
repairs, alterations, renovations, or installations in and for any
building or structure within the City shall conform to the requirements
of this chapter.

No plumbing or sewage disposal system repair, alteration, renovation,
or installation regulated by this chapter shall begin until all permits
required have been presented to and validated by the City public works
department, and no permit under this chapter shall be validated in
any case where a building permit is also required under the ordinances
of the City unless such building permit shall have been first obtained.

The Building Official is designated as the official responsible
for the enforcement of this chapter.

Violation of this chapter shall be punished, upon conviction,
by a fine of not more than $300. Failure to comply with any section
of this chapter or order enforcing regulations under this chapter
shall be deemed a violation, and the penalty provided in this section
may be imposed for each such violation.
