Any vacant building shall be secured to the following minimum
standards:
A. All
doors (except garage doors) and windows shall be secured with a solid
sheet of one-half-inch CD exterior plywood, using one-quarter-inch
by two-inch galvanized bolts and washers. Bolts shall be placed three
inches from the edge, spaced not more than 12 inches on center and
secured to wall studs or headers.
B. All
small openings one inch or greater in diameter shall be secured using
one-quarter-inch wire mesh fastened with galvanized roofing nails
spaced not more than two inches on center.
C. All
garage and other nonpersonnel doors shall be secured as follows:
1. Overhead
doors shall be secured by nailing a two-by-four, standard or better,
flush to the header and snug to the upper rail of the door with 16d
nails spaced not more than three feet on center so the door cannot
be raised.
2. Windows
in overhead garage doors shall be secured with one-half-inch CD exterior
plywood covering the entire glazed panel, using one-quarter-inch stove
bolts with two flat washers and one lock washer through the panel
spaced not more than 12 inches on center. Nut, flat washer and lock
washer shall be placed on inside of door.
3. Folding
panel or horizontal sliding doors shall be secured by constructing
an outside wall inside the door frame, using two-inch by four-inch
header, plate and studs placed not more than two feet on center nailed
to the door frame with 8d nails spaced not more than 12 inches on
center. The outside surface of the wall shall be covered with full
sheets of one-half-inch CD exterior plywood, using 8d nails spaced
not more than 12 inches on center along all studs, header and plate.

The City Manager may allow variances from the requirements of Section
15.24.010 or impose additional requirements, taking into account the age, location, construction and condition of the building and the length of time it has been vacant, in order to adequately secure the building from fire, vandalism and other damage, theft, unauthorized use and rodents. Any decision of the City Manager may be appealed to the City Council.

A violation of this chapter shall be punishable by a fine not
to exceed $300.
