Under the direction and supervision of the Deputy Chief, the Fire Department shall:
A. 
Have exclusive jurisdiction over the control, fighting and extinguishing of any conflagration which occurs within the City limits.
B. 
Provide the firefighting services and facilities for the protection of life and property within the City and in accordance with such mutual aid agreements as may be enforced.
C. 
Investigate the cause, circumstances and origin of fires and report to the County Prosecutor every case of suspicious arson.
D. 
Maintain and administer fire prevention and fire safety inspection service for the City, provided that the primary responsibility for organizing and conducting fire inspection activities which such personnel as shall be specially trained and assigned with reference to fire inspections.
E. 
Maintain and administer the Office of Emergency Management, which shall include a Municipal Coordinator of Emergency Management, and which shall be established, constituted and empowered pursuant to law. All other departments of the City government shall cooperate with and assist the Office of Emergency Management as may be required.
A. 
There shall be a Fire Department, the head of which shall be the Fire Director. Prior to his/her appointment, the Fire Director shall have had at least five years' experience in a responsible capacity in fire administration and/or public safety administration.
B. 
The Fire Director is eligible to receive an annual stipend not to exceed $25,000 at the discretion of the Mayor. The stipend may be paid to the Fire Director to compensate him/her for responsibilities related to public safety requirements of the City.
Subject to the supervision of the Mayor and pursuant to N.J.S.A. 40:69A-43 and N.J.S.A. Title 11A, Civil Service, the Fire Director shall be the head of the Fire Department and the appointing authority in accordance with New Jersey Civil Service regulations and will have authority of appointment, promotion, discipline, and removal of personnel as appropriate.
A. 
All administrative functions of the Fire Department including policy, procedures, budgeting, establishing a table of organization and capital planning shall be duties of the Fire Director.
B. 
Adopt and promulgate rules and regulations for the government of the divisions under his/her supervision and for the discipline of their members.
C. 
Have charge and control of the administration of the Fire Department and of its property, apparatus, and equipment.
D. 
Administer and enforce the rules and regulations of the Fire Department and any special emergency directive for the disposition and discipline of the Department, its members, and officers;
E. 
Provide the firefighting services and facilities for the protection of life and property within the City and in accordance with such mutual aid agreements as may be enforced.
Under the supervision of the Fire Director and pursuant to the administrative policies established by the Fire Director, a permanent Deputy Chief, promoted through N.J.S.A. 11A:4-139(a), shall be directly responsible for the efficient and routine day-to-day operations of the Fire Department:
A. 
Have exclusive jurisdiction over the control, fighting and extinguishing of any conflagration which occurs within the City limits.
B. 
Investigate the cause, circumstances and origin of fires and report to the County Prosecutor every case of suspicious arson.
C. 
Adopt and promulgate standard operating procedures for the efficient operation of the Department.
D. 
Prescribe the duties and assignments of all members and firefighters;
E. 
Have, exercise and discharge the functions, powers, and duties of the Fire Department;
F. 
Delegate such authority as deemed necessary for the efficient operation of the Fire Department to be exercised under the Deputy Chief's direction and control.
G. 
Maintain and administer the Office of Emergency Management.
