A. 
The mayor of the town shall be compensated at a rate of $20 per regular or special meeting attended. Mayor.
B. 
The role of the mayor is set forth in Title 11 O.S. §12-105 as follows: the mayor shall preside at meetings of the board of trustees and shall certify to the correct enrollment of all ordinances and resolutions passed by it. He/she shall be recognized as head of the town government for all ceremonial purposes and shall have such other powers, duties and functions as may be prescribed by law or ordinance. The mayor shall have all the powers, rights, privileges, duties and responsibilities of a trustee, including the right to vote on questions. During the absence, disability or suspension of the mayor, the board shall elect from among its members an acting mayor. When a vacancy occurs in the office of mayor, the board shall elect another mayor from among its members to serve for the duration of the unexpired term.

A. 
The trustees of the town, excluding the mayor, shall be compensated at a rate of $20 per regular or special meeting attended.
B. 
The roles of the town trustees are set forth in Title 11 O.S. §12-106 and are all powers of a statutory town board of trustees, including the determination of matters of policy, shall be vested in the board of trustees. Without limitation of the foregoing, the board may:
1. 
Appoint and remove, and confirm appointments of, designated town officers and employees as provided by law or ordinance;
2. 
Enact municipal legislation subject to limitations as may now or hereafter be imposed by the Oklahoma Constitution and law;
3. 
Raise revenue, establish rates for services and taxes, make appropriations, regulate salaries and wages and all other fiscal affairs of the town, subject to limitations as may now or hereafter be imposed by the Oklahoma Constitution and law;
4. 
Inspect the books and accounts maintained by the town treasurer;
5. 
Inquire into the conduct of any office, department, or agency of the town, and investigate municipal affairs, or authorize and provide for such inquiries;
6. 
Create, change and abolish offices, departments or agencies, other than those established by law; assign additional functions and duties to offices, departments and agencies established by this article; and define the duties, powers and privileges of all officers which are not defined by this article; and
7. 
Grant pardons for violation of municipal ordinances, including the remission of fines and costs.
The powers of the trustees belong to the group of trustees and are not individual powers that belong to each of the individual members.
C. 
To better understand the power of the elected town trustee’s position, the town has established the following procedures:
1. 
The town trustees shall attend all town trustee board meetings.
2. 
The town administrator, who is an employee of the town, shall make sure that all data necessary for the trustees to perform their duties are provided in town meetings.
3. 
The town trustees shall run town operations through directions to the town administrator;
D. 
The Town Trustees Oversee the Town Operations. The town trustee may review any documents they deem necessary to carry out their duties, as set forth herein. Any trustee may request items be placed on an agenda for discussion and/or action. The town trustees are the governing body and everything pertaining to the town is their business.
E. 
The town trustee is limited to the duties set forth by statute. Town personnel may help to administer the duties of the town trustees properly. The town trustees only receive $20 per meeting attended; therefore, their role is expected to be limited in what they physically do. Town staff is expected to prepare the reports and all meeting materials.

A. 
The clerk of the town shall be compensated at a rate of $50 per regular or special meeting attended; shall keep the journal of the proceedings of each meeting they attend; and shall prepare the minutes of each meeting.
B. 
In addition to the above stated compensation, if the town clerk is an employee, then the town clerk shall also be paid their normal pay for work performed before, during or after any meeting that they attend.
C. 
The powers of the elected town clerk are set forth in Title 11 O.S. §12-109 and include:
1. 
Keeping the journal of the proceedings of the board of trustees; and
2. 
Enrolling all ordinances and resolutions passed by the board of trustees in a book or set of books kept for that purpose; and
3. 
Having custody of documents, records, and archives, as may be provided for by law or by ordinance and have custody of the town seal; and
4. 
Attesting and affixing the seal for the town to documents as required by law or by ordinance; and
5. 
Having such other powers, duties, and functions related to his/her statutory duties as may be prescribed by law or by ordinance.
D. 
To better understand the power of the elected town clerk’s position, the town has established the following procedures:
1. 
The town clerk shall attend meetings for all boards, commissions and committees and create draft minutes of each proceeding. The draft minutes shall be physically located in town hall and are the property of the town.
2. 
The town administrator and/or attorney for the town shall review the draft and verify the accuracy of the minutes.
3. 
All documents, records and archives shall remain in town hall pursuant to the town’s records policy.
4. 
The town seal shall always remain in town hall, for use by the town clerk.
E. 
What is the town clerk in charge of: The town clerk oversees creating the minutes of all meetings for all boards, commissions, and committees, maintains ordinances, maintains town resolutions, and oversees town records. The town clerk also affixes the town seal to official documents and is the person who accepts service on behalf of the town. The town clerk has a limited role which is to review and maintain town records.
F. 
Town personnel may help to administer the duties of the town clerk properly if the town administrator deems it appropriate. The town clerk only receives $50 per meeting; therefore, their role is expected to be limited, and town staff is expected to help the town clerk prepare necessary reports.
G. 
In 2027, at the end of the term of the duly elected Town Clerk, the Town Clerk shall thereafter be appointed by the Mayor with the approval of the Board of Trustees, and subject to removal by the Board of Trustees. Any other provision in this municipal code which conflicts with this subsection will, at that time. he amended to provide for such appointed, and not elected, Town Clerk. The salary for the Town Clerk shall remain as provided in this section.

The treasurer of the town shall be compensated at a rate of $50 per month.
B. 
In addition to the above stated compensation, if the town treasurer is an employee, then the town clerk shall also be paid their normal pay for work performed before, during or after any meeting that they attend.
C. 
The powers of the elected treasurer are set forth in Title 11 O.S. §12-110 and include:
1. 
Maintaining the accounts and books to show where and from what source all monies paid to the town have been derived and to whom and when any monies have been paid; and
2. 
Deposit daily funds received for the town in depositories as the board of trustees may designate; and
3. 
Have such other powers, duties, and functions related to his/her statutory duties as may be prescribed by law or by ordinance. The person who serves as town treasurer may be employed by the town to perform duties not related to his/her position as town treasurer. The salary, if any, for said duties shall be provided for separately by ordinance. The books and accounts of the town treasurer shall be subject at all times to examination by the board of trustees.
D. 
To better understand the power of the elected town treasurer’s position, the town has established the following procedures:
1. 
The town treasurer shall attend all board, commissions, and committee meetings relating to financial matters of the town.
2. 
The financial specialist, who is an employee of the town, shall enter the accounting data into the town records.
3. 
The town treasurer shall compare the checks to the invoices and verify their accuracy; and shall compare the bank statements to the town reports and verify their accuracy.
4. 
The town treasurer is one of the signers for checks.
E. 
What is the town treasurer in charge of: The town treasurer oversees the finances for the town. The town treasurer may review any financial documents they deem necessary to carry out their duties, as set forth herein. The town treasurer has a limited role and should review and maintain the town’s financial records.
F. 
Town personnel may help to administer the duties of the town treasurer properly if the town administrator deems it appropriate. The town treasurer only receives $50 per month; therefore, their role is expected to be limited, and town staff is expected to prepare the reports and enter the necessary financial data.

The clerk and/or treasurer shall perform all duties prescribed by law; and shall have other powers, duties and functions related to his/her statutory duties as may be prescribed by law or by ordinance. The person who serves as town clerk and/or treasurer may be employed by the town to perform duties not related to his/her position as town clerk or treasurer.
A. 
The person who serves as clerk or treasurer may also perform additional administrative duties not specified by State Law as an employee of the town as follows:
1. 
Assist the town administrator by performing clerical tasks.
2. 
Prepare and updates a variety of documents using standard computer software such as Microsoft Word, Excel, and Access. Effectively create, store, retrieve, manipulate, transfer, and print information.
3. 
Answer telephone and greet visitors providing general information or referring the individual to the appropriate staff member.
4. 
File and retrieve written documents and files as needed.
5. 
Perform other tasks to assist the town administrator.
B. 
Said additional duties shall be performed by the person serving as the town clerk or treasurer or as otherwise provided by motion or other action of the board of trustees.
C. 
The person performing additional administrative duties shall perform such additional duties as may be prescribed by the personnel policies and as prescribed by the board of trustees.
D. 
The pay period for performing the additional administrative duties shall be the same as other municipal employees and shall be paid each pay period an amount not to exceed $50,000 per year, as adjusted by the board of trustees during annual employee evaluations, in accordance with any personnel policy or other policy of the town.

A. 
The position of Town Administrator is hereby created. By way of this section, the Board of Trustees delegates to the Town Administrator certain authority, including but not limited to the power and duties provided by § 2-202B.1 of this municipal code, and such other duties, responsibilities and authority as hereinafter provided.
B. 
The Town Administrator shall serve as the executive officer and head of the administrative branch of the Town Government. The Town Administrator shall be an employee of the Town. The Town Administrator's employment shall be governed by the terms and conditions of a contract of employment. The compensation and benefits of the Town Administrator shall be fixed by the Board of Trustees as the Town's Budget may dictate. The Town Administrator shall execute the laws and administer the government of the Town and be responsible therefore to the Board of Trustees. The Town Administrator shall have the power and duty:
1. 
To appoint, and when necessary for the good of the service, remove, demote, lay off, suspend, discipline and/or discharge all employees, to include any elected or appointed officer with respect to any additional duties not provided by statute.
2. 
To assist the Board of Trustees in the making of policies, through preliminary planning, recommendation, technical assistance, reporting and providing information.
3. 
To plan how the policies that are adopted by the Board of Trustees, or the people, may best be administered and executed, and to organize the administrative personnel and the physical facilities of the Town to carry out the policies.
4. 
To direct, supervise and coordinate all departments and employees of the Town and to assist with the coordination of the work of all other persons, firms or corporations appointed, hired or contracted by and with the Board of Trustees.
5. 
To see that proper records (financial and other) are kept, and to keep the Board of Trustees informed by making reports and otherwise.
6. 
To perform the following miscellaneous administrative powers and duties:
a) 
To see that the laws, ordinances and other policies of the Town arc properly administered and executed.
b) 
To prepare a budget annually and submit it to the Board of Trustees, be responsible for the administration of the budget after it goes into effect, and recommend to the Board of Trustees any changes in the budget deemed desirable.
c) 
To submit to the Board of Trustees a report as of the end of the fiscal year on the finances and administrative activities of the Town for the preceding year.
d) 
To make interpretations necessary to resolve any ambiguity or conflict in the language of the municipal code, personnel manual, procurement policies and all other policies of the Town. The Town Administrator's interpretation shall be final with respect to these ordinances and policies, except as Town Attorney may interpret by written opinion, or as the Board of Trustees may determine and direct.
e) 
Keep the Board of Trustees advised of the financial condition and future needs of the Town and make recommendations as deemed advisable.
f) 
To perform such other duties as may be directed by the Board of Trustees by motion, resolution or ordinance.
If any section, sentence, clause, or portion of this ordinance is, for any reason, held invalid or unconstitutional by any court of competent jurisdiction, such portion shall be deemed a separate, distinct, and independent provision, and such holding shall not affect the validity of the remaining portion so this ordinance.
