The council shall hold a regular meeting at least twice each month in the city at a time and place which it designates. The mayor by motion may, or at the request of at least two members of the council shall, by giving notice thereof to all members of the council then in the city, call a special meeting of the council. Special meetings of the council may also be held at any time by the common consent of all members of the council. By general ordinance, the council shall prescribe rules governing its meetings and procedures.
A majority of the members of the whole council authorized by law—three of the five authorized members—constitutes a quorum for its business, but a smaller number may meet and compel the attendance of absent members in a manner provided for by ordinance.
The council shall cause a record of its proceedings to be kept.
The mayor shall be chairman of the council, shall preside over its deliberations, and shall have authority to preserve order, enforce the rules of the council and determine the order of business, subject to the rules of the council. The mayor is a voting member of the council.
At the first meeting following the seating of any new duly elected members of the council, the council shall elect a president from its membership. In the mayor's absence from the council meeting, the president shall preside but shall have no more than one vote.
The concurrence of a majority of the whole council shall be required to determine any matter before the council. The council does not have the power to provide by rule that an extraordinary majority is required to determine any matter before the council.
