All ordinances and regulations passed by the city and in force when this charter takes effect, if not inconsistent with it, shall remain in full force after it takes effect, and until they are amended or repealed.
The city's indebtedness may not exceed debt limits imposed by state law. A city officer or employee who creates or officially approves indebtedness in excess of this limitation is jointly and severally liable for the excess. A charter amendment is not required to authorize city indebtedness.
There is hereby reserved to the electors the power of initiative and referendum, and of recall of elective officers. The provisions of the Constitution of Oregon and the general laws of the State of Oregon, as the same now exist or hereinafter may be amended, governing initiative and referendum, and recall of elective officers, shall apply in the City of Milwaukie.
