The city clerk shall cause all ordinances, ordinance summaries, resolutions and legal notices to be published as required by this chapter and applicable state law.

All ordinances, ordinance summaries, resolutions and legal notices required to be published shall be published in either a newspaper judicially determined to be a newspaper of general circulation and/or in such other newspaper as the city council may from time to time, by resolution, motion, minute order or contract, so direct.

(a) 
Unless publication in-full is required by law or specifically authorized by the city council, an ordinance summary may be prepared and published in lieu of the ordinance being published in-full if the text of the ordinance exceeds six pages in length.
(b) 
If publication of an ordinance summary is authorized, the ordinance summary shall be published in accordance with Section 36933(c) of the California Government Code as follows:
(1) 
The city clerk shall post a certified copy of the full text of the proposed ordinance in the office of the city clerk at least five days prior to the city council meeting at which the ordinance is to be adopted; and
(2) 
The city manager, or designee, shall draft a summary of the proposed ordinance; and
(3) 
Within fifteen days after the adoption of the ordinance, the city clerk shall both:
(i) 
Cause to be published, in accordance with Section 1.20.020 of this chapter, a summary of the ordinance along with the names of the city council members voting for and against the ordinance; and
(ii) 
Post a certified copy of the full text of the adopted ordinance in the office of the city clerk along with the names of the city council members voting for and against the ordinance.
