(a) 
Regular meetings of the city council will be held on the first and third Wednesday of each calendar month at 6:30 p.m. in the city council chambers of City Hall, located at 320 West Newmark Avenue or such location designated on an agenda in accordance with Government Code Section 54954. If the date of any such meeting falls on a holiday, the regular meeting will be held the next succeeding day at the same time and place.
(b) 
Should the city council wish to conduct a closed session or consider other business items at a regular or special meeting at a time earlier than 6:00 p.m., it may do so if properly noticed on an agenda with the time and place.
(c) 
In periods of emergency or when a large facility is likely to be necessary, the council may meet as such other place within the corporate limits of the city as the council may designate by motion or resolution.

The procedural rules for the conduct of city council meetings and the order of business shall be established by resolution adopted by the city council and which may be amended from time to time.

The city clerk's office shall prepare the minutes of each city council meeting. After the minutes are prepared, they shall be submitted for approval by the city council at the next available regular meeting. Said minutes shall be distributed to departmental heads and made available for inspection and copying to the general public after city council approval.

Pursuant to Government Code Section 36502(b), term limits are imposed upon persons serving on the city council, the city treasurer, and city clerk as follows:
(a) 
For purposes of this section, the terms "city councilmember, city treasurer, and city clerk" are collectively referred to as "public official." As used in this section, a "public office" means either the office of city clerk; office of city treasurer; or the city council.
(b) 
No person may serve more than two consecutive terms as a public official in a particular public office, whether by election or appointment. Other than as provided by this section, persons are ineligible to be a public official more than two consecutive terms.
(c) 
Any person who is ineligible to be a public official due to the limitations set forth in this section, will again become eligible to hold public office as a public official provided not less than two years have or will have elapsed between the most recent date of such person's previous service as a public official and the effective date of such person's most recent election or appointment to public office. After such a two-year absence, a new two-consecutive-term limit applies.
(d) 
Any person, who, whether by appointment or election, serves a partial term in public office for more than two years is deemed, for the purpose of this section, to have served a full four-year term.
(e) 
Any person, who, whether by appointment or election, holds public office and resigns from the office shall be deemed to have served a full four-year term and through the end of the term of the office for purposes of this section.
(f) 
The city clerk must reject, refuse to accept for filing, and otherwise refuse to process any nominating papers or other equivalent declaration of candidacy as required or authorized by law for persons if they are ineligible to hold public office pursuant to this section.
(g) 
This section applies prospectively only, so that any public official beginning a term of office on or after the effective date of the ordinance codified in this section may serve up to two consecutive terms from and after that date.
(h) 
Only the voters may amend or repeal this section at an election duly certified under the Elections Code.

Beginning with elections held after March 2020, the general municipal election will be held on the first Tuesday after the first Monday in November of even-numbered years. The first general municipal election after the March 2020 general municipal election will be held on the first Tuesday after the first Monday in November 2022.

(a) 
Pursuant to Government Code Section 34871(a), city councilmembers will be elected on a by-district basis from the five council districts established and amended from time to time by ordinance, and numerically designated as District 1, District 2, District 3, District 4, and District 5.
(b) 
City councilmembers must be elected in the electoral districts established by this chapter and subsequently reapportioned pursuant to applicable law.
(c) 
Except as otherwise provided by applicable law, and notwithstanding any other provision of this chapter, once this chapter is fully implemented, a member of the city council elected appointed to represent a district must reside in that district and be a registered voter in that district. Pursuant to Government Code Section 34882 and Elections Code Section 10227, candidates for city council must live, and be a registered voter, in the council district in which he or she seeks election at the time nomination papers are issued. Termination of residency in a district by a member of the city council will create an immediate vacancy for that council district unless a substitute residence within the district is established within thirty days after the termination of residency.
(d) 
Pursuant to Government Code Section 36512, members of the city council in office at the time this chapter becomes effective will continue in office until the expiration of the full term to which he or she was elected and until his or her successor is qualified. At the end of the term of each member of the city council that member of the city council's successor will be elected in accordance with this chapter.

Except as otherwise required by Government Code Section 36512, the members of the city council will be elected from Council Districts 2, 3, and 4 beginning at the General Municipal Election in 2020, and every four years thereafter. Members of the city council will be elected from Council Districts 1 and 5 beginning at the General Municipal Election in 2022, and every four years thereafter.

The city clerk will maintain a map of the city showing the current boundaries and numbers of each city council district as may be established and amended from time to time by ordinance of the city council.
