There is created the water fund. All revenues of the water department including all service charges and rates for water sold, connection fees, forfeitures and all other income and receipts derived by or arising from the entire waterworks system of the city shall be placed and kept in the water fund. Sums shall be transferred from the water fund to the waterworks maintenance and operation fund, as provided in Section 3.08.020.

There is created the waterworks maintenance and operation fund.
Monthly sums sufficient for the necessary and reasonable maintenance
and operation costs of the entire waterworks system of the city (which
costs include the reasonable expenses of management, repair and other
expenses necessary to maintain and preserve said waterworks in good
repair and working order) shall be paid from the water fund into the
maintenance and operation fund, and all of the maintenance and operation
costs shall be paid from said fund.
