A video production charge, the amount of which shall be determined
by resolution of the city council, shall be paid to the city for the
use of its television studio and/or video field production facilities.

The department of parks and recreation is authorized by the
city to charge a fee, the amount of which shall be determined by resolution
of the city council, for participation in classes, athletic leagues,
and camps sponsored by the city.

A rental charge, the amount of which shall be determined by
resolution of the city council, shall be paid to the city by any individual
or group which uses certain city council designated city owned and
maintained facilities. Such facilities include, but are not limited
to, the council chambers, community room, and public swimming pool.

The fire department is authorized by the city to charge fees,
in an amount to be determined by resolution of the city council, for
nonemergency services rendered by the fire department to citizens
of the city or other government agencies which services are within
the expertise of the fire department and which services are rendered
for the convenience of the public and in furtherance of the health,
safety, and welfare of citizens of the city.

The police department is authorized by the city to charge fees,
in an amount to be determined by resolution of the city council, for
nonemergency services rendered by the police department which services
are within the expertise of the police department and which services
are rendered for the convenience of the public and in furtherance
of the health, safety, and welfare of the citizens of the city.

The police department is authorized by the city to charge fees,
in an amount to be determined by resolution of the city council, for
services rendered on behalf of and lodging provided for individuals
under the sentenced prisoners program.

The city council shall establish by resolution a schedule of
fees to be collected by the city to cover the reasonable and necessary
costs incurred by the city for processing and performing any work
in connection with building and developing including but not limited
to applications for general plan, specific plan, or zoning code amendments
or modifications, minor departures, and environmental reviews; applications
for and review of site or development plans, and development agreements;
requests for development allotments, extensions of time, or engineering
traffic services; and radius map and mailing.

The city council may by resolution establish the amount and
procedures for collection of any fee which the city is authorized
to impose under applicable federal, state or local laws.
