It is unlawful for any person to interfere with, impede or harass
or to cause or allow an animal to interfere with, impede or harass
a dog owned by the city and used by the police department in any of
its lawful functions while such dog is being used for such lawful
functions.

Any dog owned by the city and used by the police department
in any of the department's lawful functions may enter any building
or location that may be entered by any police officer while the dog
is being used by the department to carry out any of its lawful functions.

Chapter 8.03 of this code shall not apply to any dog owned by
the city and used by the police department in any of its lawful functions.
