(a) Except as otherwise provided by this chapter,
Vehicle Code Section
22352 establishes prima facie speed limits throughout the city.
(b) Whenever, based upon an engineering and traffic survey prepared in
accordance with California law, demonstrates that a prima facie or
maximum speed limit other than that established by California law
is reasonable and safe, the city council may, by ordinance, determine
and declare such prima facie or maximum speed limit. Such ordinances
will not be incorporated into this code.
(c) The declared prima facie or maximum speed limit is effective when
the appropriate signs giving notice of such speed are erected upon
the street in accordance with state law.

It is unlawful for any person to drive a vehicle at a speed
exceeding any prima facie speed limit established by this chapter
when appropriate signs giving notice of such speed limit are erected
upon the street in accordance with applicable law.

The city engineer is authorized to regulate the timing of traffic
signals to permit the movement of traffic in an orderly and safe manner
at speeds slightly at variance from the speeds otherwise applicable
within the district or at intersections, and must erect appropriate
signs giving notice thereof.
