The purpose of this chapter is to require security devices in
certain buildings used for business, industrial, and/or manufacturing
purposes, one- and two-family dwellings, and multiple dwellings as
a burglary and theft prevention measure.

The building official is authorized and directed to administer
and enforce the provisions of this chapter. He may, with the help
of the chief of police, require tests, as provided herein, as proof
of compliance with the provisions hereof to be made at the expense
of the owner or his agent by an approved agency.

All future buildings in the city used by any person for the
purpose of conducting, managing, or carrying on any business, with
the exception of those hereinafter described, shall, when unattended,
be equipped with such security as to discourage unauthorized entry,
in accordance with specifications for physical security of exterior
accessible openings, as provided herein. A commercial building shall
be considered unattended when not occupied by a watchman, maintenance
personnel, or other authorized persons during the period that premises
are closed to business.
"Commercial building," as used herein, means business, industrial
and manufacturing buildings.

The owner of a commercial building shall bear the responsibility
for compliance with the specifications set forth herein concerning
physical security for exterior openings of buildings subject to the
provisions hereof.

All exterior accessible openings of any commercial building,
not otherwise protected by approved photoelectric, ultrasonic, or
other intrusion detection devices, shall be provided with security
as herein provided; provided, however, exit doors serving an occupant
load of more than ten, and serving hazardous rooms or areas, shall
be openable from the inside without the use of a key or any special
knowledge or effort, and any additional locking device on such doors
shall be allowed only upon written approval by the fire chief.

All front doors of any commercial building shall comply with
the following requirements:
(1) Tempered glass doors, wood or metal doors with tempered glass panel,
solid wood or metal doors shall be provided with security as follows:
(A) A single door shall be equipped with a cylinder dead lock that unlocks
from the outside by key and inside by turnpiece, handle, or knob,
or with dead locking latch having guarded bolt that unlocks from the
outside by key, and inside by turnpiece, handle, or knob.
(B) On double doors, the active leaf shall be equipped with a type of
lock as prescribed for single doors above and the inactive leaf shall
be equipped with approved automatic flush bolts at head and foot.
(2) Doors with glass panels not of tempered glass and doors that have
nontempered glass panels adjacent to the door frame shall be provided
with security as follows:
(A) A single door shall be equipped with cylinder dead lock that unlocks
from both the outside and inside by a key, but must be not locked
during business hours, and must be posted as such.
(B) On double doors, the active leaf shall be equipped with a cylinder
dead lock that unlocks from both the outside and inside by a key,
and the inactive leaf shall be equipped with approved automatic flush
bolts at head and foot.
(3) Rolling overhead doors that are not controlled or locked by electric
power operation shall be equipped on the inside with the following
protective devices:
(A) Manually operated doors shall be provided with locking slide bolts.
(B) Chain-operated doors shall be provided with a metal keeper and pin
for securing the hand chain.
(C) Crank-operated doors shall be provided with a means for securing
the operating shaft.
(4) A solid overhead, swinging, sliding or accordion garage-type door
shall be equipped with a cylinder lock, padlock, and/or metal slide
bar, bolt, or crossbar on the inside when not otherwise controlled
or locked by electric power operation. If a padlock is used, it shall
be of hardened steel shackle and pin tumbler operation.
(5) Metal accordion grate or grill-type doors shall be equipped with
metal guide track at top and bottom and a cylinder lock and/or padlock
with hardened steel shackle and pin tumbler operation.
(6) Outside hinges on all front doors shall be provided with nonremovable
pins.

All rear, side, basement, and roof doors of commercial buildings
shall comply with the following requirements:
(1) All doors of the following types shall comply with the requirements
of Section 16.21.060 for front doors:
(A) Tempered glass doors, wood or metal doors with tempered glass panel;
(D) Solid overhead, swinging, sliding, or accordion garage-type doors;
(E) Metal accordion grate or grill-type doors;
(2) Doors with glass panels and doors that have glass panels adjacent
to the door frame shall be provided with security as follows:
(A) The glass panel shall be covered with bars of at least one-half inch
round or one inch by one-fourth inch flat steel material, spaced not
more than five inches apart; or
(B) Iron or steel grills of at least one-eighth inch material of two-inch
mesh;
(C) If the door of glass panel barrier is on the outside, it shall be
provided with rounded-headed bolts on the outside;
(D) If the remaining portion of the door panel exceeds eight inches by
twelve inches (excluding door frame), is of wood, but not of solid-core
construction, or is less than one and three-eighths inches thick,
it shall be covered on the inside with at least sixteen-gauge sheet
steel attached with screws.
(3) Wood doors, not solid-core construction or with panels therein less
than one and three-eighths inches thick, shall be covered on the inside
with at least sixteen-gauge sheet steel attached with screws.
(4) Locking Devices.
(A) A single door shall be equipped with either double cylinder dead
lock that unlocks from both the outside and inside by key, with cylinder
dead lock that unlocks from the outside by key and inside by turnpiece,
handle, or knob, with dead latch having guarded bolt that unlocks
from outside by key and inside by turnpiece, handle or knob with approved
slide bar bolt, crossbar, and/or padlock. If a padlock is used, it
shall be of hardened steel shackle and pin tumbler operation;
(B) On double doors, the active leaf shall be equipped with a type of
lock as prescribed for single doors above and the inactive leaf shall
be equipped with approved automatic flush bolts at head and foot;
(5) Outside hinges on all rear, side and basement doors shall be provided
with nonremovable pins.
(6) All rear entrances shall be lighted with an exterior light equivalent
in candle power to a one hundred watt bulb.

(a) All glass skylights eight inches by twelve inches or greater in size
on the roof of any commercial building shall be provided with:
(1) Iron bars of at least one-half inch round or one inch by one-fourth
inch flat steel material under the skylight and securely fastened;
or
(2) A steel grill of at least one-eighth-inch material of two-inch mesh
under the skylight and securely fastened;
(b) All hatchway openings of the roof of any commercial building shall
be provided with security as follows:
(1) If the hatchway is of wooden material, it shall be covered on the
inside with at least sixteen-gauge sheet steel attached with screws;
(2) Outside hinges on all hatchway openings shall be provided with nonremovable
pins.

All glass windows of any commercial building shall comply with
the following requirements:
(1) Accessible rear and side windows not viewable from the street shall consist of tempered glass. Alternatively, when allowed by Section
16.23.095(b), such windows may be protected by bars or metal mesh as required by Section
16.23.080(a).
(2) If the accessible side or rear window is of the openable type, it
shall be secured on the inside with an approved locking device.
(3) Outside hinges shall have nonremovable hinge pins and no screws shall
be accessible.

(a) Notwithstanding any other provision of this code, no exterior window
or door of a building used for commercial or professional office purposes
shall be equipped with security bars, sliding metal grates, rolling
metal doors or similar security devices.
(b) Occupants and owners of commercial and professional office buildings which currently have security bars, sliding metal grates, rolling metal doors and other similar security devices prohibited by subsection
(a) of this section may continue to use such devices until the termination of the current occupancy.

The following exemptions shall apply:
(1) Exit doors which are required to be equipped with panic hardware
shall be exempt from the foregoing provisions hereof relating to exterior
doors.
(2) Any building used for Group E, I or U-2 occupancy shall be exempt
from the foregoing provisions.

by the International Conference of Building Officials, including the
UBC Standards contained therein, is incorporated herein by reference
for regulating security devices in single- and multiple-family dwellings.

No portion of this chapter shall supersede any local, state,
or federal laws, regulations or codes dealing with the life safety
factor.
