A "block" is a portion of any street between any cross street and the next cross street, or the prolongation of the centerlines of both or either thereof, or between a cross street and an abutting street, or between two abutting streets. In cases of abutting streets, the prolonging centerline of the abutting street shall be the dividing line of the blocks.

All entrances from the public streets of the city to buildings shall be numbered as hereinafter provided. The number of each and every entrance shall be placed upon, or immediately above the door or gate closing said entrance, each figure of said number shall be at least four inches in height and of corresponding width. The appropriate number of any entrance to any building shall be placed thereon within ten days after the receipt by the owner, tenant or subtenant of such building of a notice from the city engineer of the number designated for such building; and all numbers other than the numbers provided for in this chapter for the respective entrances, shall be removed from every building by the owners, tenants or subtenants thereof within ten days from the service of said notice designating the appropriate numbers to be placed thereon.
The city engineer shall designate the respective numbers for buildings fronting on streets heretofore laid out and hereafter to be laid out or extended.

The following shall be the respective starting points or dividing lines for numbers on buildings fronting on streets heretofore laid out and hereafter to be laid or extended namely: from east to west, Garfield Avenue; from north to south, Garvey Avenue.

The numbers on the northerly and westerly sides of streets shall be odd numbers and the numbers on the southerly and easterly sides thereof shall be even numbers.

One hundred numbers, of as many thereof as may be necessary shall be allowed to each block. Number 100 shall be the first number used at the respective beginning points on the sides of the street which are to contain the even numbers, and number 101 for the sides which are to contain the odd numbers. At the beginning of the second block from the starting point the first number shall be 200 and 201 respectively, and so continue throughout the system. Twenty-five feet of frontage shall be allowed for each number, except on Garvey Avenue, where twelve and one-half foot frontage shall be allowed for each number, to be calculated from the end of the block at which the number begins.

(a) 
The owner of a building may submit an application to the city engineer for a change in the number of that building.
(b) 
The application shall state the name of the owner, current street address of the building. Each application must be accompanied by a fee to be established by resolution of the city council. Applications not complying with the above requirements shall not be reviewed.
(c) 
The city engineer shall review all applications to determine whether any other number, conforming with Sections 16.33.030, 16.33.040 and 16.33.050 of this chapter, may be assigned to the building. Upon agreement of a new number by the city engineer and the owner, the city engineer shall direct the building number to be changed. Approval of applications shall be in the sole discretion of the city engineer.
