A department of finance is created in the city under the supervision of a director of finance who shall be appointed by, and be responsible to, the city manager.

The director of finance shall be the accounting officer of the city and shall have the duties provided for in Sections 40802 through 40805 of the Government Code of the state. The director of finance shall also have the following additional duties:
A. 
To supervise and control the city budget and the expenditures thereunder;
B. 
To be responsible for the levy, assessment and collection of city business licenses;
C. 
To manage the property of the city and the administration of the insurance policies of the city;
D. 
To control the purchasing and stores for the city;
E. 
To collect all moneys due the city; and
F. 
To have all duties prescribed by state law, city ordinance, or resolution of the council and such additional duties as shall be assigned by the city manager.
