A.
There is created a parks and recreation commission which shall consist of five members and one alternate, appointed in accordance with Section 2.20.030.
B.
Present members of the existing parks and recreation commission shall hold office for the balance of their respective terms. Thereafter, appointments shall be made for four year terms, including the alternate.
C.
The director of the parks and community services department, or designee, shall serve as secretary to the commission.
D.
The parks and recreation commission shall have the following duties and responsibilities:
1.
Become informed and knowledgeable about the city parks and recreation programs, facilities, parks and recreation master plan, and recreational needs;
2.
Interpret the city's recreational programs to the general citizenry in order to promote understanding and public support;
3.
Foster cooperation between the city and other governmental agencies and civic groups interested in the development of a community parks and recreation program;
4.
Encourage a sound program of parks and recreation development and maintenance;
5.
Advise the council on programs and projects that will enhance the city's parks and recreation facilities or programs;
6.
Recommend and encourage the adoption of a plan for future development of parks and recreation;
7.
Receive and report on all matters referred to them by the council, as well as make recommendations to the city council regarding studies and surveys for plans and reports;
8.
Review the annual recreation department budget and make recommendations to the city council;
9.
Consult with the director on applications to remove street trees and applications to prune or remove heritage trees. The commission shall make recommendations to the director concerning heritage or street tree removal and heritage tree pruning after an inspection by a subcommittee of the commission and after deliberation by the commission pursuant to Section 12.12.210, Pruning and removal of heritage or street tree—permit required; and
10.
Make recommendations to the city council regarding the planting, care and/or removal of trees and shrubbery on property owned by the city and upon city streets and alleys;
11.
Perform any other functions which may be assigned by the city council.
