A.
There is created a planning commission which shall consist of five members and one alternate, appointed in accordance with Section 2.20.030.
B.
Notwithstanding subsection A, present members of the existing planning commission shall hold office for the balance of their respective terms. Thereafter, appointments shall be made for four year terms, including the alternate.
C.
If a vacancy shall occur, other than by expiration of a term, a new commissioner shall be appointed in the manner as set forth in Section 2.20.030.
D.
The alternate may participate in deliberations, but shall not vote unless at least one commissioner is absent or recuses himself or herself from a matter due to an actual or potential conflict of interest.
E.
The director of the community development department or designee shall serve as secretary to the commission.
F.
The planning commission shall have the powers and duties provided by the California Government Code and the Hanford Municipal Code. The planning commission shall also perform any other functions which may be assigned by the city council.
G.
The planning commission may employ or contract with planning consultants, engineers, or other city planning specialists provided such employment has first been authorized by the city council and all expenditure of city funds shall be subject to prior approval by the city council.
