No business establishment shall be open for business twenty-four hours a day or have an opening or closing hour that falls between the hours of 2:00 a.m. and 6:00 a.m., unless it possesses an extended hour business license.

Notwithstanding any other provision of this code, or of any permit or license issued thereunder, the City Manager in his or her discretion may determine that bars and nightclubs may remain open between the hours of 2:00 a.m. and 4:00 a.m. on the holidays specified in Section 2.08.030 of this code and for such special events as are established by resolution of the City Council. The City Manager may give such notice as in his or her judgment will provide adequate notice to the community of such determination. No alcohol shall be served after 2:00 a.m.
