For purposes of this chapter, the following terms shall have
the following meanings:
"Motor vehicle"
shall mean a passenger vehicle required to be registered
with the Department of Motor Vehicles.
"Motor vehicle rental"
shall mean giving the use of a motor vehicle to another upon
the payment of a prescribed rental fee.

1. Sale of Vehicles Not Authorized. A license authorizing the
conduct of a motor vehicle rental business does not permit motor vehicle
sales.
2. Driver's License Required to Rent Vehicle. No person shall
rent any motor vehicle to another unless the renter exhibits a valid
driver's license which entitles him or her to operate the vehicle
rented within the state of California.
3. Parking on Public Streets Prohibited. No licensee licensed
pursuant to this chapter shall cause or permit its business to be
run from the public streets, nor shall such licensee cause or permit
its rental vehicles to be parked upon the public streets prior to
their rental or upon their return.
