For purposes of this chapter, the following terms shall have
the following meanings:
"Food establishment"
shall mean any business establishment including but not limited
to a grocery store, liquor store, supermarket, mini-mart, convenience
store and every other public place engaged in the business of selling
food or drink for public consumption, but where such food or drink
has not been prepared on the premises and which will not be consumed
by the public on the premises.
"Public eating place"
shall mean any business establishment including but not limited
to a restaurant, coffee shop, lunch room, hotel, club, bar, cocktail
lounge and every other place where food or drinks are prepared or
served on the premises for public consumption or where sandwiches,
lunches or similar food are prepared for sale to the public, and all
kitchens, commissaries and other rooms appurtenant thereto.

In addition to the information prescribed by the Director, all
applications for a license to conduct a public eating food establishment
must contain the following information:
1. The
complete standard regulatory business license application including
the names and addresses of all responsible operators, manager's, and
property owner;
2. A
certified copy of all valid Alcohol Beverage Control (ABC) permits,
licenses, and conditions of operation: and
3. A
set of plans stamped "Approved" by the Los Angeles County Fire Department
which identifies the use and the square footage.

1. Staff Requirement. Any business establishment which holds
a valid ABC permit or license shall have a responsible person on the
premises to act as manager and supervise employees during all business
hours.
2. Facility Operators. All operators under this chapter shall
maintain their operations within the standards required by the Alcohol
Beverage Control Board's definition of a "bona fide public eating
place."
3. Security Plan Requirements. Businesses that have alcohol,
and regulatory business licenses for "dance, entertainment" or "dance
and entertainment," or an occupancy load of fifty or greater, are
required to provide the following:
(a) Any business establishment licensed under this category shall submit
a security plan. All submitted security plans shall be reviewed and
or approved by the Code Compliance Manager.
(b) All security personnel must have a California Guard Card and/or must
possess a certificate of completion from a
Penal Code 832 course instruction
within six months of employment.
4. Any on-site alcoholic beverages sales establishment, as defined in Chapter
9.13, shall comply with the provision of Chapter
9.13 of this code.
