It shall be unlawful for any person to engage in malicious harassment against any other person.

As used in this chapter:
1. 
"Malicious harassment" is defined as persistent or a pattern of actions, behavior or conduct directed at a particular person and designed or intended to vex, annoy, disturb, frighten, intimidate, injure, threaten, victimize or place in extreme mental or emotional distress that person:
a. 
Because of that person's sex, sexual orientation, race, color, national origin, ancestry, marital status, religious creed, physical handicap, medical condition, age, pregnancy, childbirth or related medical conditions or status as a landlord or tenant; or
b. 
In retaliation against that person's exercise of his or her rights under any law, ordinance or regulation, or in response to and because of the exercise of those rights; or
c. 
In disregard of that person's rights under any law, ordinance or regulation; or
d. 
For the purpose of denying that person rights under any law, ordinance or regulation or causing that person to give up the proper exercise of those rights.
2. 
The conduct described in subsection (1) of this section includes but is not limited to injury to or threat of injury to the victim's person or property, confinement or physical restraint of the victim, persistent and vexing telephone calls and other similar such behavior explainable only or primarily by the intent and purpose set forth in subsection (1) of this section. It shall not include conduct intended to communicate ideas or beliefs to the public at large which has an incidental effect on a person or persons.
