a.
No person shall water any lawn or do or permit any landscape irrigation with potable water except between the hours of 5:00 p.m. and 9:00 a.m. on the designated irrigation days set forth in subsection (d) of this section. No person shall water any lawn or do or permit any landscape irrigation during, and for forty-eight hours following any measurable precipitation. No person shall permit any irrigation system to cause any water runoff, seepage, low-head drainage, over-spray or other similar conditions onto adjacent property, non-irrigated areas, walks, roadways or structures. Parks, school grounds and recreational fields may be irrigated with potable water on any day, but no more than three times weekly and only between 7:00 p.m. and 8:00 a.m. Agricultural users, commercial nurseries/landscape contractors may irrigate with potable or reclaimed water, but shall curtail all nonessential water uses and water run-off.

Irrigation with reclaimed water is permitted on any day during the designated hours only.
c.
Lawn watering and landscape irrigation is permitted at any time if a drip irrigation system is used.
d.
A "designated irrigation day" shall be determined by resolution of the City Council.
