A. 
The city council may, by resolution, authorize permit parking for properties on Hilldale Drive with garages less than 20 feet from the edge of the paved roadway, allowing the owner or lessee of property to park a vehicle in front of the owner or lessee's private driveway when the vehicle displays a permit issued by the city. A vehicle displaying the appropriate parking permit tag or decal shall be exempt from California Vehicle Code Section 22500(e) only, except that a vehicle with a valid permit and a valid disabled placard may park in front of the driveway during street sweeping restriction times.
B. 
Permits. The city manager or designee shall establish and administer appropriate regulations for the application, issuance and renewal of permits pursuant to this section in a manner similar to other permit parking areas in the city.

A. 
Definitions. For purposes of this chapter, the following terms shall have the following meanings:
"Loading or unloading"
means the packing of food, clothing and supplies and preparing the vehicle's refrigeration and unpacking the vehicle after the trip.
"Recreational vehicle"
means a motorized or nonmotorized vehicle primarily designed for recreation, camping, animal transportation, human habitation, or similar uses. Examples of recreational vehicles include, but are not limited to, any of the following: motor homes, trailers, boats, all-terrain vehicles, or similar vehicles. Pickup trucks with attached utility camper shells not designed for animal transportation, camping, or human habitation, and used primarily for transportation and/or commercial use are excluded from this definition.
B. 
Prohibited. For purposes of this chapter, the following items are prohibited:
No person shall park or leave standing any recreational vehicle at any time upon any public street, highway or alley within the city.
C. 
Exceptions. The following are exceptions to subsection B above:
1. 
Temporary parking of a recreational vehicle is allowed without a permit for purposes of loading or unloading the vehicle for a maximum of two hours where parking is allowed.
2. 
Subject to the restrictions set forth in subsection D below, parking a recreational vehicle on a public street, highway or alley is allowed with a permit issued by the city.
D. 
Restrictions. The following restrictions shall apply to any permit parking of a recreational vehicle provided in subsection (C)(2) above:
1. 
Permits shall only be issued to residents of the city.
2. 
Parking on the street shall only be allowed abutting the resident's address or where permitted as incidental parking or storage subject to subsection 11.11.050(D)(4)(g).
3. 
Permits will be issued for a specific recreational vehicle tracked by vehicle license for a maximum of 14 days in any calendar year; and
4. 
The maximum 14 days in any calendar year for a specific recreational vehicle is the combined total amount of the days issued for a parking permit for any public street, highway or alley within the city including the days issued for a parking permit for a single-family residential lot in compliance with subsection 11.11.050(D)(4)(g). As an example, permits may be issued for up to 14 days in any calendar year on the public street, or up to 14 days in any calendar year within the front yard setback of a single-family residence, or any combination thereof.
5. 
Permits must be displayed in the front window bottom left corner of the driver's side facing up. Any obstructed or incorrectly placed permits will result in a citation; and
6. 
There shall be no other activity except loading or unloading of a vehicle while parked on the street.
F. 
Penalty Provision. Violations of this chapter shall be punished in accordance with Title 1 of this code. Furthermore, pursuant to Section 22651 of the California Vehicle Code, any recreational vehicle parked or left standing on a public street or highway in violation of this chapter may be removed by a peace officer from the street or highway upon which the vehicle is parked or left standing.
