Note: Prior Article 1, Council Meetings, containing Sections 2.04.010 through 2.04.200, which derived from Prior code §§ 2-1-1—2-1-27, was repealed by Ord. 1737, 6/3/2025. Policies and Procedures for Council meetings are established by Res. No. 8493, the City of Woodland City Council Handbook. Ord. No. 1737 also renumbered prior Articles 2 and 3 to be Articles 1 and 2, respectively.
A. 
Pursuant to Government Code Section 54972, on or before June 30th of each year, the City Council shall prepare an appointments list of all regular and ongoing boards, commissions, and committees which are appointed by the Council. The appointees' list shall contain the following information:
1. 
A list of all appointive terms which will expire during the current and following fiscal year, with the name of the incumbent appointee, the date of appointments, the date the term expires, and the necessary qualifications for the position.
2. 
A list of all boards, commissions and committees whose members serve at the pleasure of the Council, and the necessary qualifications for each position.
B. 
This list shall be made available to members of the public for free or for a reasonable fee that shall not exceed cost.

Whenever an unscheduled vacancy occurs in any board, commission or committee for which the Council has the appointing power, whether due to resignation, death, termination, or other causes, a special vacancy notice shall be posted pursuant to Government Code Section 54974 in the office of the City Clerk, and in other places as directed by the Council within 20 days after the vacancy occurs. Final appointment to the board, commission or committee shall not be made by the Council for at least 10 working days after the posting of the notice in the City Clerk's office except that the Council may, if it finds that an emergency exists, fill the unscheduled vacancy immediately, but persons appointed to fill such a vacancy shall only serve on an acting basis until the final appointment is made pursuant to this section.

Applications to serve on boards, commissions and committees shall be kept on file in the City Clerk's office and made available to the public during all hours in which City Hall is open for daily business. All candidates for appointment to a vacant position(s) on a board, commission, or committee shall provide references and submit to a background check.

The Mayor, with concurrence by a majority vote of the Council, shall appoint two Council members to screen applications for each board, commission and committee by evaluating the qualifications of the candidates and recommending no more than three candidates for appointment to a single position on each board, commission and committee. The Council, by majority vote, may give such direction to the members of the applicable screening committee as it deems necessary and proper. The members of the applicable screening committee shall submit recommendations to the Council within the timeframe set by the Council when that committee is established. While Council members may serve on more than one screening committee, each Council member shall serve on at least one committee each year.

In addition to the specific requirements pertaining to boards, commissions and committees appearing in later sections of this code, each candidate shall meet the following qualifications and conditions to qualify, and to remain qualified, for appointment:
A. 
Each appointee shall be, and shall remain, a resident of the City except an appointee to a special board, commission, or committee or other ad hoc group may be a nonresident if so authorized by majority vote of the City Council;
B. 
Each appointee shall not have a conflict of interest as defined under State law or this chapter, and no candidate who is a City employee shall be appointed to a board, commission or committee which affects his or her area of employment;
C. 
No appointee may serve on more than one board, commission or committee at any one time;
D. 
No appointee shall be absent for four unexcused absences from regular board, commission or committee meetings during any one continuous 12-month period without automatically forfeiting his or her appointment to such board, commission or committee. "Unexcused absence" shall mean an absence which was not a subject of a request by the appointee which, prior to such absence, has been approved by majority vote of such board, commission or committee;
E. 
Each appointee expressly understands that he or she serves at the pleasure of the City Council and that "political reasons" shall be valid reasons for his or her removal;
F. 
Each appointee shall conscientiously review the policies developed by the Council and shall endeavor in good faith to follow both the letter and the spirit of those policies that pertain to his or her board, commission or committee.

Unless otherwise specified, all appointees shall be appointed by the Council to serve at the pleasure of the Council. Such appointments shall be made only upon a motion, a second, and an affirmative vote of at least three members of the Council and any appointee appointed by the Council to serve on a board, commission or committee may be removed from such a board, commission or committee by the City Council, without cause, upon a motion, a second, and an affirmative vote of at least three members of the Council.

Actual expenses reasonably incurred by a member of a board, commission or committee on authorized business may be reimbursed, if authorized by resolution of the City Council. The procedure for reimbursement shall be as set forth in any applicable rules and policies of the City Council.

Those employees appointed by the Council shall serve at the pleasure of the Council. Such appointments shall be made only upon a motion, a second, and an affirmative vote of at least three members of the Council, and any such employee may be removed by the Council, without cause, upon a motion, a second, and an affirmative vote of at least three members of the Council. No action to remove shall be commenced by the Council within three months after the date of any election of new Council members to the Council and, further, the Council shall not appoint a Council member to a position covered by this section within one year of his or her leaving office.

Actual expenses incurred by a Council member on authorized Council business shall be reimbursed. The procedure for reimbursement shall be as set forth in the rules and policies of the City Council.
